The modules LOD*.FOR have an include line 

	INCLUDE 'SYS$LIBRARY:LBRDEF.FOR'

On this directory, LBRDEF.FOR is supplied.

With the release of VMS V4.0 and Fortran V4.0, change the line
to 
	INCLUDE '($LBRDEF)'
