This is a new version of a 1982 VAX Sig tape submittal.  The main
difference with this version and the previous, is that all terminal
output is directed toward SYS$OUTPUT so that this utility can now
be used as part of a batch procedure.  We use it as part of the
CHECKTAPE command procedure on SYS$COMFILE.
